On August 28, 2023, IAU President Debra Elmegreen responded to a query about the procedure for submitting a proposed resolution. In her response, she stated: "The IAU Executive Committee will consider all serious resolutions.The EC would not be the body proposing a resolution for a revised planet definition; that would need to come from a Division, Commission, or Working Group. I believe you were in contact with Division F in the past, and that or Commission F2 would be the relevant body here to start the proposal. "

On January 25, 2024, IAU Interim General Secretary Piero Benvenuti stated: "We have extended the deadline for the ‘Submission of Resolutions (without financial implications)’ to February 15, 2024."

Following the advice of the IAU President and the deadlines stipulated by the IAU Interim General Secretary, we submitted draft resolutions in accordance with IAU procedures to IAU Commission F2, first on Dec. 22, 2023, and again, after incorporating Commission F2 feedback about the proposal, on Feb. 13, 2024. We also submitted the draft resolutions to IAU Division F, first on Jan. 17, 2024 and again, after incorporating Commission F2 feedback, on Feb. 13, 2024.

On February 7, 2024, IAU Division F President Maria Antonietta Barucci wrote:

Dear Jean-Luc,

the Division F does not agree in the form you propose the resolution, and we cannot bring it at next AG.
We agree to have a large discussion at Division Day of AG24. Have a consensus there and only after bring it for a vote.
Are you able to come to the next AG and start to have discussion at the DD ?
We suggest you to send an abstract for our DD meeting and start there the discussion with the present members.
The deadline for abstract is March 1st.

Gonzalo Tancredi will be the responsable of our Div. F to emphasize and promote discussions for this resolution. He will be at Cape Town.

In January and February 2024, we exchanged approximately a dozen emails with IAU Commission F2 President Jack Lissauer, who provided helpful guidance on how to improve the text of the resolution. We attempted in good faith to incorporate all the feedback in a revised proposal.

On February 12, 2024, we reminded IAU Commission F2 President Jack Lissauer that an IAU Commission is entitled to submit a resolution to the IAU Resolutions Committee (per IAU bylaws): "We would like to submit the [revised] proposal for consideration by Commission F2, which is entitled to submit resolutions to the IAU Resolutions Committee. We will also submit the [revised] proposal to Division F President Antonella Barucci, with cc to you."

On February 13, 2024, we submitted the revised proposal to both IAU Division F and IAU Commission F2.

On March 1, 2024, IAU President Debra Elmegreen responded to an inquiry about the status of the proposed resolution. In her response, she stated: "As I understand it, Division F felt that the proposed resolution was sufficiently important that it should be considered by a wider audience before it was ready to be brought before the General Assembly for a full vote. The Executive Committee did not receive the Resolution."
